DEDOE Scholarship Incentive Program (ScIP)

Eligibility requirements:

  • Legal residents of Delaware
  • U.S. citizens or eligible non-citizens
  • Demonstrate substantial financial need, as determined using the Free Application for Federal Student Aid (FAFSA)
  • Have a minimum cumulative, unweighted grade point average of 2.5 on a 4.0 scale
  • Enroll full-time in an undergraduate degree program at a nonprofit, regionally accredited institution (www.chea.org/search/default.asp) in Delaware or Pennsylvania
  • Or enroll full-time at a nonprofit, regionally accredited college in an undergraduate or graduate degree program that is not offered at the University of Delaware (www.udel.edu), Delaware State University (www.desu.edu) , or Delaware Technical & Community College (www.dtcc.edu/programs).
  • Graduate students attending a public college in Delaware (University of Delaware or Delaware State University) are not eligible.
  • Certificate programs are not eligible.

Award:

  • Not to exceed tuition, fees, and other direct educational expenses, excluding summer sessions.
  • Awards will be made after July 1.
  • Graduate awards: $1,000/year
  • Undergraduate awards: $700 to $2,200/year, depending on GPA, as follows:

To apply:

  • Delaware residents will automatically be considered for ScIP for the 2010-11 academic year if their FAFSA is received by the federal processor by April 15, 2010. Students meeting the April 15 deadline will be notified of additional deadlines to submit (1) enrollment information and (2) GPA verification.
  • You can complete your FAFSA online after January 1, 2010. Please note that you can apply for a PIN before January 1.
  • ScIP grants are nonrenewable. Your FAFSA must be received by the federal processor by April 15 each year.
  • Students who receive a denial for a ScIP grant because their program of study is offered at a public college in Delaware may submit a Petition for Academic Program Portability in spring 2010.

Robert C. Byrd Scholarship

Eligibility requirements:

  • Legal residents of Delaware
  • U.S. citizens or eligible non-citizens
  • High school seniors who rank in upper quarter of class or GED recipients with a minimum score of 300
  • Combined score of at least 1800 on the SAT
  • Enroll full-time at a nonprofit, regionally accredited institution.
Restriction: Program is dependent upon federal funding.

Award:

  • $1,500/year
  • Approximately 20 awards/year
  • Renewable for up to three additional years with satisfactory academic progress

Deadlines:

  • All application materials must be received by 4:30 p.m. on Friday, March 26, 2010.
  • Your High School Academic Record Report and Transcript Request (with your high school transcript) must be submitted directly from your high school to the Commission and received by 4:30 p.m. on Friday, March 26, 2010.
  • Award recipients will be notified by May 14, 2010, and must accept by June 11, 2010.

First-time users must establish an account and provide a valid email and mailing address before proceeding to the application. Incomplete applications cannot be processed. Please be sure to provide all of the required information:

  1. Completed application, including activities
  2. Essay of no less than 1,000 and no more than 1,200 words, excluding headings and footnotes (word count will be verified)
  3. High School Academic Record Report and Transcript Request (with your high school transcript) submitted directly from your high school to the Commission

Charles L. Hebner Memorial Scholarship

In honor of the former Speaker of the State House of Representatives

Eligibility requirements:

  • Legal residents of Delaware
  • U.S. citizens or eligible non-citizens
  • High school seniors who rank in upper half of class and have a combined score of 1350 on the SAT
  • Enroll full-time at the University of Delaware or Delaware State University
  • Major in the humanities or social sciences. Preference will be given to political science majors.
  • Must file the Free Application for Federal Student Aid (FAFSA) prior to the application deadline.

Legislative Essay Scholarship

Eligibility requirements:

  • Legal residents of Delaware
  • U.S. citizens or eligible non-citizens
  • High school seniors in public or private schools or in home school programs who plans to enroll full-time at a nonprofit, regionally accredited college
  • Must submit an essay of between 500 to 2,000 words on the 2008-09 topic: “E Pluribus Unum: Is this motto adopted in 1782 relevant to our country today?”
  • Must adhere to all contest rules and regulations

Award:
Up to 62 nonrenewable awards of $1,000 for each state senatorial and representative legislative district are awarded annually. A student may receive funds from one district scholarship only (representative or senatorial). District winners compete for three statewide, nonrenewable awards:

  • First Place: $10,000
  • Second Place: $7,500
  • Third Place: $5,000

The deadline to apply for the 2008-09 academic year was 4:30 p.m. on November 30, 2007.
